Scandinavia leads in digital access
The United States comes 11th in a global index ranking information and communication and technology (ICT) access made by the International Telecommunication Union (ITU). The index includes assessments of infrastructure, affordability, population knowledge/education, quality of service and usage.

Under the digital access index (DAI), Sweden came top in 2002 with 0.85. Denmark (0.83) and Iceland (0.83) make Nos.2 and 3. The first non-European country is South Korea (0.82) at No.4. Norway (0.79), the Netherlands (0.79), Hong Kong (0.79), Finland (0.79), Taiwan (0.79) and Canada (0.78) complete the top ten. The UK achieved a 0.77 index (No.12), Germany 0.74 (No.18) and France 0.72 (No.23). Japan achieved 0.75 giving it 15th place. Central European country Slovenia at No.24 achieved 0.72.
