By the end of the year, politicians are due to formally decide on the launch for these two phases concerning, in particular, funding and the definition of the services.
The EC believes that four matters need to be settled - management structures, interoperability with GPS as agreed by the USA, service definition and private sector funding contributions.
Two bids have been made for the concession, indicating the willingness of investors, in particular financial institutions, to assume financial responsibility for the construction and operation of the system.
Political confirmation is believed to be required to complete the negotiation of the concession contract, which will be signed in the course of 2005, and to enable private-sector stakeholders to confirm their bids and their financial commitments.
